Silence as profound as when the whale swallowed Jonah

The long awaited review of Employment Tribunal fees has, at last, been announced.
What does it say about how that review will take account of evidence and views from outside government?
Zip. Zero. Nada. And nothing.
That may be a little unfair. At ¶2(f) of the terms of reference ‘other research, both Government and external evidence, relevant to resolving workplace disputes’ – which might mean they intend to listen to someone external about something.
But there is no concrete plan or timetable set out.
I fear this is not at all promising.
